Change Colour

On the Screenshot how can i change the white colour to something else?

Preferences > User Interface > Color Schemes.

The color of the cursor line can be set here:

Its not cursor, please click on the pencil tool

It’s actually the Cross-Hair Cursor that is involved :

You’re right. There’s a Cursor and a Cross-Hair Cursor, depending on the selected tool.
