In Dorico 5, my conductor is in C.
The bass clarinet part is written in actual notes in the key of F. But in the separate part, it is written in the key of F but a ninth higher, which makes the part difficult to read because of the extra lines. How can I change the clef in a separate part without changing it in the score? Or, alternatively, how can I change the octave of the instrument in the separate part without changing the pitch in the score?

I’m assuming you mean clef when you say key, and that F key means F clef, i.e. the bass clef.
You could start by checking this: when you click the bass clef at the beginning of the part, does it turn orange? If it does, press Delete and see if that brings back a treble clef. If it doesn’t, then you’ll need to look at the instrument definition or the clef & tranposition overrides, but from your description it sounds like a bass clef may have been added manually — I could be wrong but I don’t think Dorico has a bass clarinet with a default bass clef for transposing layouts.

The bass clarinet will be played by the second clarinet. I have put the staves together. The clarinet parts (in B flat) are transposed.
I tried to change the instrument settings in the Configuration menu by specifying the transposition key, but nothing happened.
What can I do? Change the key or the pitch?

In Galley view, you would see two different staves and would enter the correct notes for each instrument. As long as Layout Options > Players > Instrument Changes > Allow Instrument Changes is checked, you’ll see a single staff in Page view and Engrave mode.
The bass clarinet does sound a ninth lower than written in a transposed part, and it does normally use treble clef in a transposed part.
If this information doesn’t help you, can you upload you project here, so someone can take a look at it to see what’s going on?
I solved my problem. I separated the two clarinets played by the same musician again. I selected the bass clarinet, then in the Properties panel, I displayed the key for transposition and changed the octave.
It works fine now.
