I am planning to buy Cubase Pro , so one of the dealer in my place is still having Cubase Pro 10 with them , so i need a clarification that whether it will upgrade to Cubase 11 Pro when i activating the software after purchase, or should i pay for the upgrade cost also?

Yes, of course (assuming Steinberg’s grace period policy doesn’t change). I have done this myself - purchased updates/upgrades while on sale and waited for the next version to be released to activate.
