No, there is no way to change the position of the system track.
If you don’t like the system track, and you don’t like @Christian_R’s suggestion of using actual bar numbers, you could try hiding the system track with Alt/Opt+T and then turning on View > Bar Numbers > Page View. This will give you the same light gray numbers near the staff that you have in galley view.
