Condensing again: Why isn't it?

Could someone kindly help me out? Why isn’t the attached condensing? I would expect the tenor voice to disappear with condensing, but it doesn’t.
I’ve tried to whittle the project down to the minimum.

I don’t think condensing is applicable here. You need to hide empty staves.
(Layout options>Staves and Systems>Vertical spacing… Staff visibility)
