The best way is to do that on the hardware side. But if you want to do this in Cubase, you can use the Input Transformer to increase/decrease the incoming velocities.

Look for something called “velocity curves” in your hardware manual or favourite web search engine.

Third possibility : using the inspector of the involved MIDI/Instrument track(s), in the MIDI Modifiers section, there are the Velocity shift and Velocity compression settings.
