5/8 time: input a note to be tied or held across the following bar
The first note starts in part of the first bar.
Can you provide a little more detail about what you’re looking for? Is it something like this?
I’m not adept at creating pictures, here is hopefully a detailed description: a melody starts with three eighth notes. The third eighth note is held through to the end of the next 5/8 bar. I’ve tried all kinds of configurations. Here’s one that should work, but doesn’t: a held dotted quarter starting on beat 3 could be tied to a dotted quarter on the first beat of the next bar, which is then tied to a quarter note through to the end of the second bar. The software is not allowing me to do that, and I can’t find an explanation from the help screens.

depending on your needs and context, there are different methods to obtain what you described:
A.
One possible method is, after inputting the two eight notes, to write the first dotted quarter using Force Duration, and then to prolong the note using the prolonging shortcut: Shift+Option(Alt)+right arrow until you reach your desired length for the tie chain (setting the grid resolution to eight note value):

An alternative method would be to create a specific Time Signature (Meter) specifying the Beat Grouping: 2+3/8 for the first bar, and a 5/8 for the second bar (the default beat grouping for 5/8 is 3+2), into the popover. You can then hide those time signatures. Then write the first two eight notes, and create the long tied note with a single whole note value (that represent the sum of the tied notes in your tie chain), or you can use the same prolonging shortcut as before: Dorico will take care of the beat grouping according to the specified grouping/default grouping, without needing Force Duration:
