The file that contains the CR presets is stored here:
%appdata%/steinberg/Cubase 14_64/Presets
Well, if you don’t use Cubase 14 then the number must be adjusted, of course.
The file is called: ControlRoomPresets.pxml
You should create your preferred settings once and then close Cubase. This will write the settings into the file. Afterwards make a copy of the file.
If you have the issue in the future again you can simply replace that file by your copy.
