You might be able to set it up as some sort of Page Template. After that it shouldn’t be hard to insert a page template change into other layouts that have the same Page Tenplate Set I haven’t really experimented with this though.
That’s exactly how you could do it – you can also import page templates between sets to use the same front matter design in scores and parts, for example.

I am pouring over the material on this subject in the manual which I have open at all times. Can a page template that one might create for Front Matter for instance be saved somewhere and used in other projects other than the current project?
One can save multiple custom Page Template sets for either parts or score layouts and export/import them for future (or even existing) projects in Engrave mode. Check the bottom of the right hand panel.
