In Layout Options > Staves and Systems > System Objects enable the appropriate instrument family, in this case Strings

It doesn’t belong to that specific part. If you look at the top of the score, you will find another Andantino. It is common practice to duplicate it above the strings, that is what you are seeing in the screenshot.

In addition to LAE’s answer:
Andantino is obviously a tempo mark which is a system object. This means it appears in every part and above specific staves in the score. The default is the topmost staff.. In the Layout Options you can specify other places by enabling instrument families.
