How do I get the time signature at the end of the line (after the DC) but so it doesn’t show up on the next line? There is more music that follows. I need to do it without using flows (assuming it is even possible with flows).
You can’t - you’ll need a workaround, and this is to add a coda where you want the new time signature. You can then set codas to not be indented, and hide the label.

If I’m reading you correctly, James, what you’re looking for here is for Dorico to be clever enough to show a cautionary time signature for the place where you’re jumping back to via the D.C., right? Dorico doesn’t have built-in support for showing cautionary clef/time/key signatures at repeat jumps, but it’s something we are planning to add in future.
