Although I’ve used Cubase for decades, I’ve rarely scratched beneath the surface. Over the years I’ve collected a fair amount of MIDI sound modules which are taking up too much space. I keep them because they each have certain sounds which I particularly like (mainly percussive sounds such as cowbells, triangles, some Latin percussion etc, all just single-shot fixed pitch). I’d like to sample these sounds (about 15-20 of them) and make a virtual instrument which will live within Cubase from now on. I know how to record the samples but from there on I’m confused, once I’ve got the wav files together do I need to buy something like Kontakt to assemble them into a virtual instrument or is there an easier and cheaper way of doing it in Cubase itself? All I want is an instrument with these 15-20 tones each assigned to a note on the keyboard. Thanks for any advice

You can map your tones etc. No need for Kontakt.
The Sampler Track will easily do that. Not at Cubase for exact description. Put/edit all your sounds into a single Audio File separating each with a bit of silence. You can load this into a Sampler Track and it can assign each sound to a separate MIDI Note.
I would explore using Groove Agent SE for hosting percussive sounds. It comes bundled with all versions of Cubase. With it, you can easily create a preset with your custom sounds that you’ll be able to recall in any of your Cubase projects.
