After trying for a few minutes to figure out why I wasn’t able to create a line I finally figured out that it apparently can only be created on a note, not to a bar rest or staff or barline or anything else.
Why is this?
It was a vertical line.
Vertical lines attach to notes, but you can move them in Engrave.

I know, but is there no way to attach them to anything besides notes?
I don’t think so.
Vertical lines are strange beasts in Dorico and only really work within the scope of a single instrument. If you want lines across different instruments use co-ordination lines.
