Yes it is, you can create noteheads using glyphs, text, and graphics.

I fiddled around with this quite extensively, but don’t really get the results I need.
Here’s what I need:
Each note pitch needs its own notehead (from F3 to G4) regardless of note duration.
I tried to create a new pitched notehead set, but unfortunately it is not possible to set a pitch.
I tried to create a new common notehead set. Then I swapped the notehead for a svg file, which worked beautifully, until I realised, that it also changed the default notehead set in the same way. Why is this happening?
Hopefully someone can help.

The problem is that you edited the default black notehead, rather than creating a new one.
When you create a new notehead set, Dorico populates it with the default black notehead, which is shared with several other notehead sets. Instead of editing that one, click the + button in the action bar at the bottom of the dialog to add a new notehead type, and then edit that one. You should then remove the original default notehead type from the set.

But it would be even better if I could do all of this within a single new pitched notehead set, ideally with different noteheads for e.g. F3 and F4 etc. Of course I can create a new set of pitched noteheads, but I can’t assign any pitch to them. This option is completely absent. Or am I missing something again.
Your diagram shows the list (on the left) for “Common” noteheads. Have you tried looking at the list for “Pitched” noteheads in the pull-down? Perhaps you would find that helpful.
Thank you Derek, yes I did. Editing an existing one works. But as soon as you create a new pitched notehead set, the dialog to assign the pitch disappears.
Thanks to all who tried to help. But unfortunately, it still doesn’t work. I did it exactly as Daniel explained, except that I tried it with pitch name noteheads and not the normal ones. And it worked exactly with one single notehead.
I created a new notehead set from selection based on the pitch name notehead set. Worked! Then I created a new pitched notehead from selection based on the quarter note C. Worked! After that, I removed the original quarter note C notehead from the set. Worked! Lucky me, I thought!
Off to the next notehead… bummer! I tried the exact same thing with a quarter note D. And it worked smoothly until the very last step, where I just couldn’t remove the original note head from the set because the remove button was greyed out. And that goes for all the other note heads.
Am I still doing something wrong?
Sorry for the delay in coming back to you, Oliver. What you need to do is create your new notehead set by basing it one of the existing pitched sets: choose the Pitched Noteheads category in the Notehead Sets dialog, and click the “new from selection” button (there are two + buttons in the action bar, and you want the one on the right). Now click the “remove from set” button for each of the existing noteheads in the set to empty it out of the noteheads that are already in there.
You’ll be left with a single notehead that you can’t remove from the set. Click the + button in the action bar at the bottom of the dialog on the right-hand side to add a new notehead. Now you can remove the last remaining notehead from the original set.

. And I‘ve even learned why I couldn‘t remove the noteheads from the set. When you‘ve already assigned a notehead set to some notes you can‘t remove those noteheads from the set anymore. It‘d be great if you had some kind of preview within the noteheads dialog. And it‘d be also some great improvement if you could zoom in and out within the editing dialog.
