Cubase 10 and 9.5 PRO CPU behavior

Cubase 10 performance cpu is 100 (multi prosessing activated) but task manager says 19% total cpu usage.

How ti fix that?

Steinberg support do not answer nothing, just silence. Not even “we chek it or”. But nothing!!!
