And one more strange thing - when you click on the icon - at first it just blinks and the program does not start. It takes about 10-15 seconds and initialization starts.

You are running Cubase on unsupported system. Cubase 11 doesn’t support macOS 10.13. At least macOS 10.14 is required. Please, update your OS.
At the end, it crashes in the graphic card driver.
