Mousing over the blank channel strip shows that the limiter or maximier is “there” sort-of but it does not draw itself on screen.

You probably should provide a bunch more details before folks will have enough info to even speculate. Your graphics card info would be a good start, maybe some screenshots, did this used to display correctly, what’s changed since it did work…?
It was a cubase 11.0.20 bug fixed by the 11.0.30 update
