Welcome to the Forum.
Monterey is supported for Cubase 13 Elements, but you can not purchase it directly. The current release is Cubase 14, so that is what you can buy.
However, the Cubase 14 license allows you to run Cubase 12 and 13 as well. You simply install Cubase 13 and use the Cubase 14 license for it.

But you should give more information about the problem anyway. Just mentioning a problem with libraries does not tell what error you see.
