I just upgraded to C13 Pro and when I start up and get the hub, it is greyed out and I am unable to open projects.
I have a Mac Pro 2019.
I went to “open other” in the hub and was able to open a project however I can’t save project.

Did you give the Full Disk Access to Cubase, please?
I’m getting the same issue - on the demo version. Macbook Pro 2019.
Also not able to create a new project, nothing happens when I click it. Can open old projects though.
Any ideas?

Creating a new project just does nothing so can’t really take a screenshot of that.

I guess in theory it should be but I can’t find it anywhere. Closed all applications and relaunched and nothing.
Not sure if this is relevant but I opened up the Windows menu and this is the result:
I have an existing installaion of Cubase 11 but I’m on holiday and I don’t have my usb licenser with me, could that be a problem?
EDIT:
It’s possible that I disabled the hub in v11, I don’t remember.
I checked the UserPreferences.xml file and the ‘Use Hub’ key is set to ‘1’ which I assume is true.
