I am planning to upgrade to Cubase 14 from Cubase 10.5 before the chance expires to change from the old licensing system.
When I updated from Cubase 5 to Cubase 10.5 there were some issues with discontinued plugins and synths (Monologue, Halion One). Do I have to expect similar troubles when updating from 10.5 to 14?
It will be especially problematic, if I cannot use my old version after upgrading. I assume that I have to return my old USB-eLicenser to change over to the new licensing system, and then I will not be able to run Cubase 10.5 anymore. Can anyone confirm or disprove this?

The backward compatibility is here.
You can use it.
If you are using Soft-eLicenser (i.e. Cubase Elements, LE, AI), your license will work on the given system with the given Soft-eLicenser. You cannot reactivate the license to any other system.
If you are using USB-eLicenser (i.e. Cubase Pro, Artist or other Cubase edition, if you transfare the license to the USB-eLicenser), you can use it unti the USB-eLicenser is working.
When you update your license, you will get Cubase 11 license on the eLicenser, which is the lates eLicenser compatible license. With this license, you can start Cubase 10.5.
You will be able to use it.

The update has to be activated (redeem activation), not just buy.
Hard to guess. But so far the Cubase discounts were in summer.
That is correct, because the eLicenser infrastructure is needed to update your USB stick.
That is something that only Steinberg knows, they do not give information about this upfront. But there is some likelihood that something might be offered until May.
Please note that there seems to be something about opening up older sessions in Cubase 14 that causes issues with MIDI Remote scripts. This has been confirmed on FaderPort (multiple users) and at least one other device.
