Every time I load a project or create a new project, the audio connections of “stereo out” are lost. Every time I have to load them again.
Is this a bug in Cubase 14?

No, this is not a general bug in Cubase 14.
Is your Cubase crashing (silently) while quit by any chance? Can you see any *.dmp/ips file in the crash dump folder?
Mac: macOS Console utility > Crash Reports (or ~user/Library/Logs/Diagnostic Reports).

No, there is no crash dump.
Every time I close the cubase pro hub the connection entry is gone.

Sure, it is selected.
Could it be that the connection is always empty if one starts an empty project?
Or is it a preference bound to the cubase application and the same for each new project?

If you start an empty project, you should get the connection you had with your last project.

If so, an empty project comes up with no output assignments. It does have an input (only the first, regardless of how many you really have defined and assigned) and also the external FX and instruments. But NO output
That has been an annoyance for years. Maybe the OP is starting with an empty project right after starting Cubase. His description would make a lot of sense than.

Could you try to rename all Cubase versions preferences folders, to get the factory settings, please?
Cubase Preferences folders are:
Mac: ~/Library/Preferences/Cubase X
Win: %appData% \Steinberg\Cubase X_64
Where the X is the Cubase version (for example 13).
I have the same issue as OP (accidentally created a new thread with the issue, did not find this thread on a search).
I think Cubase 12 Pro still retained my last Input and Output settings even with a blank project, at least it didn’t bother me much before.
I noticed I can get around this if I recall a saved template using the Input and Output presets instead of a blank project. Sometimes I do want to start with a blank project however (when creating mp3 files from wave files for example), so it would be nice if Cubase could just retain the last settings.

Lots of new features in 12 but none of the basic housekeeping looked at. I had so much trouble from 11>12 I wont be touching any upgrades till I absolutely have to and they finish eg this housekeeping of dependencies, finish the API for remote and the half baked editor…Im sorry…not meaning to be neg…but brings you to the point of tears when you just want to make music and not wrestle…
The are some bugs to iron out in Pro 14 for sure, but so far it’s been very stable compared to Pro 12. I’ll keep running 14 while waiting for some updates.
I have both V13 and V14 installed here.
If I open a new instance of Cubase and start an empty project, Audio Connections shows a default stereo in and stereo out entry, with the first two channels of my converters assigned to the ins and outs. This is true for both V13 and V14.
I then close the empty project and open a currently active project, let it load and then close it again. If I now open a new empty project, the Audio Connections tab shows all channels assigned, just as they were in the active project.
Again, this is true for both V13 and V14. I’m not seeing any change in behaviour.
Yes, that solves the issue over here.
Unfortunately it also means I would have to set up all my customizations again. I rather prefer not to do that
So could you tell us which one of the many files is the actual culprit so that we could only let that file be created freshly instead of the whole folder-sheebang.

You can copy at least some files from the old Cubase 13 preferences folder to the new one. For example the Key Command.xml.
You can try to copy back all, but the defaults.xml. This one contains the most settings, what means, it’s most likely to be corrupted. At least you would get the rest.
Unfortunately that was not the one. When I copied back everything except defaults.xml the output assignment for a new empty project was gone again.
Well I’m going to use the new folder and set up my stuff freshly. Can’t hurt to do this every 10 years

That’s good news in fact. That means you can put the defaults.xml and the Key Commands.xml files back into the Cubase 14 preferences folder and you will get most of your settings back.
