Cubase 9.5.41 Key commands cause spinning color wheel

I just downloaded and installed Cubase 9.5.41, and when I open my key commands menu it color wheels for a good 10 seconds before it opens. In cubase 8 this window opened instantly, and I use it a lot as I tend to forget key commands.

Any idea why this is happening and how to resolve it without having to dump and redo all my key commands?

bump. Tried loading cubase in “safe” mode without preferences, and STILL get the color wheels. I even removed my preference folder, and Cubase rebuild it and STILL get the color wheels.

PLEASE - anyone have any suggestions?!?!
