My current method of writing is creating tracks in midi and converting to audio. I do this using a mouse in a musical staff view. Is this possible with cubase?

Yes, you can use an Instrument tracks and you will immediately get the sound (audio).
Yes, all levels from Cubase Elements up have a Score Editor, and you can do precisely what you’re talking about.
