I bought Elements 6 last month, but need some features like sidechain and I need urgent upgrade to Artist 6! can upgrade via Steinberg web? or only from a physical distributor?

Could depend on where you are located…
What keeps you from checking yourself…? Go to the appropriate Steinberg site and check if you can get the upgrade.

I’m from Chile, here Yamaha is “the official” Steinberg distributor but they don’t have any piece of software to sell! 
I bought my copy of Elements on eBay, and later I see the download version on Steinberg site, but none about upgrading to Artists 6 via download…
