I dont know anymore what to do. I cant reactivate my cubase anymore.
Do i need to buy USB dongle or what? I cant find any support email,thats why i write here.

welcome to the forum!
It seems the Soft-eLicenser located on your drive is damaged somehow. Did you already perform the maintenance procedure in the eLicenser Control Center (eLCC)? This usually fixes lots of these problems.
Cubase 11 still uses the eLicenser technology and therefore your license only appears in the eLCC and not in the Activation Manager.
I did perform. This is the error it comes up. even if i reset my pc, it still comes to this error. I cant see any other applications running.
What happened between the last two screencaps…is the second one when running as admin??
first one is performing step 2 of 6.

Is your Cubase Elements license listed in your MySteinberg account (under “Show eLicenser–based products”)?
no its not.

So have you tried to run as admin like it suggests??

WOW. thank you. i killed process (protected object server), i run eLicenser as admin and hit perform maintenance, it repaired everything and cubase is working again. Thank you both very much @Grim and @Martin90

Just in case you’re not aware, elicenser servers will close on May 20th and after this time you will be unable to re-activate again and would need to buy an update to latest version at that point to continue using Cubase…optionally you could put your soft elicense on to a usb elicenser which will never get deactivated by o/s updates or hardware changes but you would need to do this before May 20th
