Elements 7 do not work very well in win 10 , so I want to buy elements 12 ,
Do I have to uninstall the 7 before installing the 12 considering that the 7 is empty

No, they can exist side-by-side.
I’m not sure what this means, but as Steve said above, each version of Cubase is its own application and you can have multiple versions of Cubase installed side-by-side.
