Can Nuendo read Cubase files songs in midi outright with levels, pan, effects seamless?
Yes. When I switched, which was like version 11, I just opened up my old Cubase projects and they all opened fine and resaved them as Nuendo projects no issue.
These days Nuendo is basically a superset of Cubase, think of it as “Cubase Ultimate” if you like. I’m not saying there could never be a strange edge case where there’s an issue but in general it works just like Cubase, including on Cubase files, just with more features.

Yup, I switched to Nuendo last year pretty much mid project and never had any issues.
