it is possible to use cubase 9 on Mac and Windows ( not at the same time ) using the e-licencer ?
do I need to download two different versions? one for mac and other for windows?

Yes, it is. You can just plug the USB-eLicenser and start Cubase. You will download an installer for Windows on your Windows machine, and installer for Mac on your Mac.
