I’ve noticed that VST 2 plugins are not loading in instrument tracks. I have noticed this on 2 pcs - and also in Cubase pro 14.0.40
Is this a known bug?

You might need to be much more specific - what plugins, what exactly did you do, what was the result. Most likely it is an issue with the plugins.
VST2 plugins are not supported anymore in Cubase, so it would be better to switch to VST3 anyway.
If that is not possible and there are no current VST2 versions of your plugins, it might be worth trying a plugin wrapper like BlueCatAusio Patchwork or DDMF Metaplugin.

It is enabled
I already used some VST2 plugins in both mentioned versions.
Whatever it is it doesn’t affect everyone.
SSL in my case. Thankfully the VST 3 versions work
