If I start cycle playback in between the left and right locators, it will play to the right locator and then stop. It sets to the location I started from. If I start from the left locator is will then cycle. How can I get this back to normal?

Could you try in the Cubase Safe Start Mode [Disable preferences], please?
Cycle mode works normal when I’m in Cubase Safe Start Mode.
Disabling plugins got me thinking about the one’s I’m using. I have Synthesizer V running that I purchased last month. It has it own Transport controls. It has a button called Playback position after pause: When on, the playhead is held where it was paused. When off, it resets the playback position to where it was when playback started. It is not working well. On or off it resets to the playback position.
I believe this to be the issue with Cubase.
