Hello, can I improvise a cpl. project in Cubasis3 on my Ipad from my Windows PC?

Hello. Until I understand it works only the other way: from Cubasis to Cubase.

Thank you for your message.

It is possible to import Cubasis projects with supported Cubase versions, using the freely downloadable Cubasis Project Importer.

While it is not possible to directly load Cubase projects with Cubasis, it should easily work to bounce audio and MIDI tracks in Cubase to be transferred/imported with Cubasis.
