Is there a way to display only the cue in the green section?
When set to “Max. fermatas per staff,” only the cue fermata and the fermata on the lower line exist.
Since the size of the fermata must match the cue, is there a way to preserve only the fermata marked in green?
Or should all three be listed under playing techniques?

I would find the misplaced fermata very confusing since it makes it appears that hold is on the third beat rather than on the final eighth.

Agreed, but it was my understanding the OP wanted it that way

It seems to be because the fermata is connected to the full score. The fermata on the whole rest in the upper line should be flipped.

In Engrave Mode, select the Fermata and press F.

Only the eighth rest fermata should be cued, but the entire fermata is being cued.

Sorry, I guess I just don’t understand what you want to acchieve. I thought I did, and gave you a way how to do that, but it seems you’re searching for something else.
Could you refrase your question?
Or make a drawing of the end result you’re aiming for?

The fermata at the marked location should be normal size, but it becomes a cue all at once.

This seems something different than your original example. Suddenly the notes in the top staff not Cue sized anymore.
Could you attach a dorico project which shows this behaviour?

Select the fermata and reset its scale property…

Thanks, but I can’t find a Cue anywhere … Just normal notes, scaled down.
Did I overlook it, or don’t you use the Cue functionality at all? (And if so, why not?)

I cued regular notes, not popovers.
The upper and lower lines are connected, so they change together like a fermata scale.

Sorry, I don’t understand you. Hopefully someone else does. Maybe @Janus already gave you the solution you’re looking for in his reply.
