But when I look at the individual part for the first ensemble (as well as the others) the cue notes show up as regular size. Why?

You need to make sure that your properties are set to Global when you want things to transfer to all layouts.
For now you could use this function:
I’d suggest inputting those as actual cues using Dorico’s cue function (Shift+U):
Make sure to make cues visible in the full score layout as well.
Do you definitely mean “Vocal Arts” in your staff labels, or should those be “Vocal Parts”?
Thanks so much for the answers. @DanielMuzMurray got the answer; mine was set to local and I didn’t see that (nor did I realize it would cause this incongruity). Once switched to Global, I was able to properly mark all cue notes and then those cue notes did properly make it to the individual part layouts. Thanks!
