I need to install Elements 12 on my D drive (internal HDD) or my G drive (external USB HDD).
I seem to only install on default C drive.
Can I change the installation to one of the other drives? If so, how do I do it?

Yes, if the program is not installed on that machine.
Run the installer and click through the dialogs till you see this:
