Does anyone know if there is a setting to have the font size for the REHEARSAL MARKS appear smaller in my parts for my players but larger in my Conductors Score?

I don’t think there is, but you can use the FILTER to select RMs only and then scale them down all at once using the common section in the properties panel. If there are a lot of parts you could use a smaller default setting (Engrave/Font style… I think…) and just scale the Score ones up…
