Do hidden plugins still use CPU after restarting of Cubase 12

Hello there, I would like to know, if plugins which are hidden in the plugin manager still eat up cpu and ram usage in Cubase 12, when I restart the application after hiding them ?

Plugins use CPU and RAM only when they are loaded as inserts…

How do you hide a plug in the Plug-In Manager?

Or do you mean hide a plug in the Arrange Page?

I hide them in the plugin manager according to this: Hiding Plug-ins
