Manually, I expect, by carefully placed System Breaks (or Frame breaks) and judicious use of Wait For Next System (or next Frame) properties when needed.
Or one could upgrade to a more current version of the software.
Where is the “wait for next system break” option?
It is found in the bottom panel when a system break is selected in engrave mode.
You can also force a number of bars onto a system with “Make Into System”, which sets “Wait for next break” for the initial break. Beware of collisions. It’s similar with frame breaks.
Usually a better thing to try first is reduce the note spacing rule by a little bit. You can also reduce the staff (space) size a bit if you just aren’t getting enough music on a line.

In 3.5, as other commenters have said, you have to force measures and systems into the same page, rather than moving them backwards.
If you are interested in upgrading to a more recent version, it’s now possible to move bars more easily backwards/forwards a system:
