Dorico 4 not loading HSSE sounds

I have a new PC and installed Cubase13 and Dorico 4 again. I seem to have the same problem as many before me,
Dorico is Not loading instruments automatically. Only the HSO sounds are loading automatically. All the other standard HSSE sounds are not loading.
I searched the forum and did many of the suggested actions, nothing helps

I can load everything manually with no issue. All VST 's are accessable. I’m really stuck
