I am new in Dorico and learning, but what I can’t find is, how to add instrument that is not connected to VSTi? Is it even possible? What I am able to do is, after add instrument I have to go into Play view and change instrument to none. I want use MIDI output.

Ok, I found it, it is called Playback Templates, I still reading manual. Before adding a instrument I have to choose Playback Template and choose silence or create custom template and it will use selected vsti instrument or midi or nothing depends on that template, if I understand it correctly.
Not necessarily. You route your output in Play Mode…
First create the output device(s) (either VST or a MIDI instrument) in the VST & MIDI tab.
Then you route (using the Track Inspector tab ) each instrument to that destination, together with an appropriate Expression Map (which determines how the target VST responds to articulations).
These settings will apply to the current project. If you want to save this for future use, you can save these as an Endpoint and use that endpoint as part of a Custom Playback Template (which could also include other endpoints for different instruments)

You are right, if I have to set up a score and then save it as Playback Template. And yes as I am trying a Dorico i am asking a questions because it is not strightforward as it looks on first look. Also I have strugle to input notes when I turn off midi in, by mouse, maybe it is bug. But this is for another question. Thanks.

Please work through the many beginner tutorial videos available to learn Dorico.
EDIT: From your other posts, you appear to be trying to use Dorico to do something unusual before you have learnt the basics. That is a recipe for failure.
Inserting notes by mouse is not rocket science. Even if I am new to Dorico, it doesn’t mean there is no bug. Today I can’t reproduce it, although disable any midi device produce gray out the panel with notes after apply settings. I reproduce it today once, but then can’t reproduce it. Yesterday clicking on the notes I was unable to insert notes except when I turn on midi in device back.
