Dorico - Can't convert 3/4 measure to 4/4

Hello. I’m having an issue with Dorico version 4.3.20.1130 (Feb 10 2023). I’m trying to change the meter of m. 8 to 4/4 (shift-m, 4/4, enter), but the converted measure still only has 3 beats. The same thing happens if I try to add a measure after m. 7 and then change meter to 4/4. I don’t know how to work around this issue.
