Dotted 8th rest vertical offset - dot doesn't shift?

Don’t know what do do here. First image shows default position of dotted 8th rest. I would like it a little higher. Y-Offset moves the rest up but dot stays in place?

Instead of changing the value of Y-Offset, have you tried changing the value of Rest pos. (also in Properties) ?
