Yes, this is how things are at the moment. Ideally Dorico would be clever enough in Write mode to apply the property change to all ties in the tie chain, but at present it is not smart enough to do so. Switch to Engrave mode, select each tie in the chain, and you can adjust the style for all ties in the chain that way.
That’s extremely surprising behavior, since in write mode it is only possible to select the entire tie chain.
