It’s difficult to ascertain what’s going on from a screenshot that lacks context, but is it possible that one of those dynamics applies to the top stave and the other applies to the upper voice of the bottom stave?
for sure one belongs to the stave above , and the other one to the stave bellow. In the stave bellow, you have two voices, among them the second one has a rest. In this case, dorico moves the dynamic assigned to the upper voice on top of the stave. The easiest option is to move dynamic bellow the stave in engraving mode.
