The Steinberg Download Assistant lets you set and change the location for the downloads. I set my default location to where I store all my downloads for program installs etc.
Then when I download the various Libraries I’ll change the download location to a disk dedicated to Sample Libraries. When done I set it back to my default location.
Cubase itself doesn’t consume much diskspace, but the content sure can.
