I’m unable to copy & paste via Alt dragging when in the Drum Editor. Pressing Alt changes the arrow to the Drumstick. How can I update things so I can copy notes in the editor?

The very same way, you do in the Key Editor. First move, then hold down Alt modifier, then release.
