Could it be a hardware problem? In Photoshop I have an option to use my graphic card open gl and GPU - is there something like this in Dorico?

It’s highly unlikely to be a hardware problem. If you can’t share the project itself, please turn View > Signposts on (at least Frame Breaks and System Breaks), then go to the Staff Spacing submode of Engrave mode and take the screenshot again.
I’d wager the user manually adjusted the space between the staves.
