Editing Flex phrase

In Halion 5 is there a way to see what FP is doing and edit it.
I imagine it is some sort of step sequencer

In the right hand Program Tree window, click the Flex Phraser, then go to the Edit window (in the center of the display) and click on Midi Mod. Just to the right of the Phrase Select drop down there is a microscopic ‘edit’ button.

Yes, it is a step sequencer, you are correct.
