Elements with 3rd party VST and MIDI

I’m considering getting Elements, as I do not need all the bells and whistles of Pro.
I need to be able to use 3rd party guitar amp sim VSTs such as Amplitube, and control them with MIDI.

Will Elements allow me to do that?
