Export mp3 in CBR?

I’ve changed the audio player on my website and just discovered that they require CBR (Constant Bit Rate) for mp3 files. I can’t find any options for CBR / VBR in the export.

Is it possible to export mp3 files in CBR, or do I need to transcode them in another program? If it’s possible and you could point me to the options I’m missing I’d be most grateful.

Cubase exports CBR MP3 only.

When I ran them through Audacity at CBR, the player was happy. I’d assumed (yeah, I know) that CBR was the culprit, but there’s obviously some other factor in how I’m exporting that annoys the player. I’ll keep tweaking the settings.
