Is it currently possible to display the percentages that appear at the end of staves when one does not have the Note Spacing tool selected? I would love to see them when I’m entering system and frame breaks (using the Graphic Editing tool) in Engrave Mode.

No, it’s not possible, though it has been suggested before, and we may implement such a change in a future version.
